ELIGIBILITY

New employees with prior service as a full-time certified law enforcement officer as defined by the Illinois Law Enforcement Training Standards Board with another law enforcement agency ("Lateral Hires").

At least 21 years old

High school diploma or GED
US Citizen or a Naturalized Citizen
Valid Driver's License

Examples of Duties

SELECTION

Each phase of the process is evaluated and required to proceed to the next.

 

• Completion of an employment application to the City of Peoria Human Resources Department. 

 

• A pre-screening of the applicant.

 

• Oral interview with the City of Peoria Board of Police & Fire Commission. 

 

• Oral interview with an interview panel as selected by the Chief of Police.

 

• Physical agility examination. 

 

• Post-offer requirements are to include but not limited to polygraph examination; psychological    evaluation; medical examination; vision screening; drug screening; and character/background investigation.

 

• For lateral transfers the Peoria Police Department will check Illinois Law Enforcement Training and Standards Board’s Officer Professional Conduct Database and contact each applicant’s previous law enforcement employers and document the contact.

 

• All appointments are subject to a maximum eighteen (18) month probationary period as defined by the Collective Bargaining Agreement

Minimum Qualifications

ELIGIBILITY

Applicants for lateral appointment to the position of Police Officer must meet the following minimum qualifications and requirements at the time of application: 

 

• State of Illinois certification or waiver by the Illinois Law Enforcement Training and Standards Board with no more than forty (40) hours of training required by that Board for recertification, if necessary. (Part-time certification as a law enforcement officer does not meet this requirement.) 

 

• Must be a United States Citizen or a Naturalized Citizen.

 

• Individuals must be at least 21 years old. 

 

• Education - High school education or equivalent thereof. 

 

• Experience - Must have been certified by the Illinois Law Enforcement Training and Standards Board.  If the applicant is an out-of-state lateral candidate currently employed as a full-time police officer with any municipal, county, or state law enforcement agency, the lateral applicant shall have been so employed for a minimum of one (1) years prior to application and shall meet the Illinois Law Enforcement Training and Standards Board “Out of State Reciprocity” requirements.

 

• Valid Driver's License. 

 

• Must agree to comply with all requirements of the position and have the ability to pass all examinations and training requirements. 

 

Ability to furnish upon request, a copy of the following: a resume; professional licenses; training certificates; documents confirming work experience; birth certificate; high school diploma or GED certificate; transcripts of higher learning; naval or military service board and discharge papers (DD-214); employee evaluations; and any other employment-related material as requested or required. 

Supplemental Information

SALARY AND BENEFITS

  • New employees with prior service as a full-time certified law enforcement officer as defined by the Illinois Law Enforcement Training Standards Board with another law enforcement agency will be placed into the Salary Schedule at a step commensurate with his or her completed years of service with the prior agencies up to and including Step 5, but in no case shall a new employee start at a Step higher than Step 5. Starting pay is $67,594.39 to $80,348.65 as of 2024 and is defined by the Collective Bargaining Agreement for future pay.
  • For purposes of Paid Time Off, Lateral Hires will be entitled to Paid Time Off commensurate with his or her completed years of service with the prior agencies, and shall continue to accrue Paid Time Off in accordance with the Collective Bargaining Agreement.
  • Except for entry into the Salary Schedule and Paid Time Off, the years of experience Lateral Hires have shall be used for no other purpose under the Collective Bargaining Agreement, including but not limited to Longevity Pay and Seniority.  All Lateral Hires will start with no seniority.
  • Lateral Hires will be paid a $5,000 signing bonus, a $5,000 bonus after successful completion of probation, and a $5,000 bonus after completing their third year of service with the City, subject to such rules and restrictions regarding the Later Hires' continued employment as implemented by the City.  The above bonuses will be subject to payroll tax and withholding as mandated by law.  

PENSION PROGRAM:                                                                                                    
Employee Contribution:   9% of Base Salary and longevity      
Pension Eligibility:  Age 55 with 20 year's service
Disability: 50% of salary - Employer Contribution: City pays all remaining costs
If hired after 04/01/86, also contributes 1.45% to Medicare only.
 
VACATION: Less than one year of employment, no paid vacation time.
1 to 5 years of service - 2 Weeks Paid Vacation
After 5 years of Service - 1 additional day per year of service up to a total of 4 weeks at 15 years.
 
SICK LEAVE: Employees shall accrue sick leave at the rate of 8.00 hours per month of continuous service. Non-probationary employees shall have this additional 1.33 hours monthly accrual deducted from their accrued sick leave balance and contributed directly into the employee's Retirement Health Savings (RHS) Plan. The Employer is authorized to deduct and pay to the Trustee of the Retirement Health Savings (RHS) Plan established for the benefit of the employee, sixteen (16) of these hours of compensation. Upon separation, hours accrued greater than 607 are credited to RHS account.
 
PERSONAL LEAVE: Accumulated monthly from date of hire.
1 to 5 years of Service - 4 days per year
Over 5 years of Service - 5 days per year
 
BEREAVEMENT LEAVE: Provides up to 3 days paid bereavement leave.
 
DUTY RELIEF DAYS: Eight (8) days per year (2 per quarter to be scheduled in conjunction with normal days off).
 
HOLIDAYS: 10 Paid Holidays per year. (Extra compensation if day off falls on holiday or if scheduled to work on holiday).
 
LONGEVITY PAY:
5 to 10 Years of Service - 2% of Base Pay
10 to 15 Years of Service - 4% of Base Pay
15 to 20 Years of Service - 6% of Base Pay
20 to 25 Years of Service - 8% of Base Pay
 
MEDICAL/DENTAL INSURANCE: Coverage effective first day of the next month following completion of one calendar month of employment. Members may opt out of the City's insurance program with proof of other coverage – coverage for dependents is optional. The City of Peoria Health Insurance offers two (2) plan options for coverage. Semi-monthly premiums for employees depend on which plan is selected. On your hire date, you will meet with City's Patient Advocate to receive detailed information on the plans and the appropriate premium cost. Depending on plan selection, you can enroll in Flexible Spending Program (FSA) or Health Savings Account (HSA).
